stipulate+ present subjubctive

Dear teachers,
Why is "present subjunctive" used instead of "present indicative" as usual ?:

That year the Vu Lan Festival filled him with energy. His youngest daughter phoned him to ask him to go to the pagoda, first stipulating he DRESS properly.

I think it should be" ...stipulating (that) he must dress properly". Am I right ?

Using must is an option here. It isn't needed, however, because the subjunctive is proper (after a verb of command, requirement, etc.).
