steeped/saturated/soaked

To prepare tea, all that is required are semi-fermented tea leaves steeped in a small teapot full of hot water.

To prepare tea, all that is required is semi-fermented tea leaves saturated in a small teapot full of hot water.

For a start, which fits better in the above, is or are? And why?

Second, are steeped, saturated, and soaked all interchangeable in the context? Thanks.

They are not interchangeable.. We say tea-leaves are steeped. The leaves may be saturated or soaked as a result, but that is not the same thing.
