Steadfastly refuised to part with

When it comes to land, Railways can be penny wise pound foolish. Central Railway (CR), which has done little over years about a whopping 4.7 lakh square metres of its land encroached or under litigation in Mumbai, steadfastly refused to part with a meagre 451 square metres so Brihanmumbai Electric Supply and Transport Undertaking (BEST) could build an electric sub-station.
The obstinacy seems still more ridiculous because the substation is meant to supply electricity to a 48-flat residential tower built for none other than railway officers.
The building, which cost Rs 26 crore and is located at Nirmal Park on BR Ambedkar Road near Chinchpokli station, was meant to house Class I officers from the Mumbai Rail Vikas Corporation (MRVC) and CR.
For four years, it has been lying vacant only because there is no supply of electricity to it.
The matter has been tossed around between CR, MRVC, the railway ministry and BEST since 2006. It was only earlier this month, after some strict posturing from citybased railway officials, that the railway ministry finally allowed CR to part with the land so BEST could begin constructing the substation.

Please explain to me the highlighted parts. Though I know steadfastly means completely

Then, do you mean, refused to part with a meager 451 square feet area means they are rerfusing to sell even a meager 451 square feet?

That is the idea yes but I do not have all the information.

It is not made clear whether they were offered money or other incentives. Certainly the land would have been used for the companies benefit as housing for their employees would be built on it. This could have been the incentive offered.

From the end of the article it seems that they did eventually part with it. So re
