There are no rules. The verbs are normally used in the simple aspect, but can appear in the continuous aspect in contexts where the user is concerned with the durational quality of the experience: When I go to Tokyo, I usually stay in the Shinagawa Prince Hotel, but this week I'm staying in the Park Hotel.
