Stative transitive vs dynamic transitive

1. I can smell something burning. (transitive, By accident or stative, i.e. involuntarily)
2. I am smelling the fragrance of a rose.(transitive, on purpose or dynamic, i.e. voluntarily)
Now my question is that:
a. Is "the smell verb" used transitively when it senses an odor maybe by accident (involuntarily) or on purpose (voluntarily) as above?
