Can we (always) use the Present Perfect tense instead of the Stative Passive? for example:
The window is closed. The window has been closed.
The lights are turned on. The lights have been turned on.
If they are interchangeable, which one is more common?

2) Somebody performed an action which resulted in the window's being as it is now.
They are not exactly the same.
(The same applies to the scenario with the lights.)
