Statement or question?

Hi,

I am hoping someone can help us settle a family argument we seem to be having. We are wondering if the following words would be considered a question or a statement.

"I am wondering do you have any milk"

I left out all punctuation as to not influence the decision. Maybe it can be considered both a statement and a question? Any guidance to settle this would be appreciated.
