Dear esteemed teachers,

Kindly give your comments on the statement of purpose for the Phd Programme in Law and Economics.

Vishnu

Herein, I outline my academic and professional accomplishments. My career objectives and the motivation to pursue the PhD Programme XXX at University XXX have also been discussed.

I want to pursue this PhD in order to achieve my career goal to become senior consultant defining solutions for international development issues in an international consulting / organization and to exploit the tools of Law and Economics. I have chosen this stream as I am fascinated by both the theoretical and practical notions of this discipline and the ample room it gives me to create and to innovate. This has also been the subject matter of my academic and professional experience.

I am interested in conducting research in the area of local public utilities with specific emphasis on privatization, regulations, institutional arrangements and pricing. I am especially interested in incorporating my research in the Indian context as recent privatization decisions in the area of water has thrown up many interesting issues. I am interested in finding out the effects of privatization of such utilities on the administrative structure and regulations. What are the consequences? What are the difficulties that occur as a result of such privatization? Can it be improved? Is there a possibility of developing a new institutional framework suitable for such countries? As a result, I have been updating myself on a numerous issues related to it especially core literature such as Nature of the Firm, New Institutional Economics, Ramsay Pricing etc for this purpose.

After graduating in 1994 with a Degree in Commerce thereafter I joined the Master of Economics programme at University XXX in 1997.

Thereafter, I took up the position of a Reporter for an English Daily in Chennai, India where I had the opportunity to develop my knowledge on political, economic, social and development issues and realized the importance of information to everyday life. Here I was able to learn the importance of deadlines and working under pressure. After two fruitful years, with India’s Information Technology booming, I took up the position as Project Coordinator and Software programmer at Accel an MNC firm. Here, I managed and coordinated web projects and writing programming codes and content development. Here I developed my analytical capabilities and troubleshoot problems to give the best and most viable solution which increased my problem solving capability.

My first brush with development came about here when I was implementing a web project for an NGO, Guild of Service in India, undertaking a project on gender development in Kashmir. The project was to help rebuild lives of traumatized women affected by militancy in the state of Jammu and Kashmir. The results of the project were startling; women were empowered and rebuilt lives based on the support given by GOS. Immediately, I knew this is my chosen career on completion of the project, I joined the Guild of Service which put be in core aspects of development. Eager to develop knowledge and gain experience at a national level, I joined the National commission for women a statutory body dealing with women’s rights where I successfully completed a Governance project. This agency put me in touch with development issues at a National level. I joined the Women’s Initiative for Peace in South Asia to work on peace building and capacity building programmes.

The All India Institute of Local Self Government, a development organization focusing on Urban Development and nodal agency for UNHABITAT in South Asia impressed by my work in this field offered me the position of programme Consultant. The experience at this organization opened my eyes to national and international development issues. Here, I was heavily involved in urban administration, public utility boards and other institutes I researched and conducted workshops on urban development. This put me in contact with local public utility companies such as transport and water where I had the opportunity to get a first hand account of their functioning. I was put in touch with international issues through the Urban Management Programme as it was the UN Nodal Agency for South Asia.

To further my knowledge on development, I joined the Master of Management of Development programme run by ITC-ILO and University of Turin as a scholarship student. This Master’s programme equipped me with techniques related to Logical Framework Approach and Project Cycle Management. Here I was came in touch with prominent lecturers such as XXX who enlightened me on legal, economics and social aspects connected with development.

Having dwelt deeply in this sphere, I felt it as the best opportunity for to gain a specialized degree in this field which has theoretical and management focus on an international level. Therefore, I joined Master of Public Management Programme at XXX and was given a partial scholarship owing to my professional experience and academic qualifications.

At the Master of Public Management programme, I dwelt in depth with various issues related to public management with modules on Management of Public and Private Services where I had the opportunity to listen Prof. XX from the XXX who taught us extensively on privatization issues in public utilities, Prof. XXX from the XXX on XXX in Public Sector. Prof. XXX , on Management Control, Prof XX on Public Finance, Prof XXX on Public Sector Management. As part of the fulfillment of masters, I researched and analyzed many aspects of public management. Of the numerous researches mentioned in my resume, one stands out, I researched and analyzed the various forms of collaborative arrangements existing in urban administration and proposed new models for public private partnership by incorporating game theory called the ‘Collaborative Network dynamics’ and ‘Collaborative network dynamics continuum’ which attempted to show the next level of collaboration between private and public actors for better enhancing local governance.

Having achieved a complementary effect of both experience and knowledge, I believe I am well poised for the PhD programme. The Phd in Law and Economics will give me the tools need to be an expert in the field of local public utilities. It will enable me to think of issues on a broader perspective and will therefore enable me to research and develop my areas of specialisation. Moreover, unlike other PhDs programme, it provides the right balance required for broadening thoughts on topics of current and future importance to both developing and developed economics.

An extremely distinguished faculty such as XXX etc comprising of the top Universities from Europe and USA. This PhD programme is unique as it gives an indepth look into European as well as American perspective on law and economics. In this way I am given the opportunity to research with the best academic brains of both worlds. I believe that the program offered will help me acquire the versatility needed to reach my full potential as a thorough professional in the field of Law and Economics. It would, therefore, be a privilege to pursue graduate studies with adequate financial assistance at University XXX. I am confident that I will match the high standards set by your university.
