Statement is Present tense or Past tense

Dear Sir, Please explain,
"The Truth Recognized by the Experts"
Some translators translated this verse in statement in Present Tense but i felt it is in Past Tense,but the translators told that is in Active voice or Passive voice so it must be translate in present tense in my Mother tongue. Pls Explain so i need your consultation.]
