I've noticed that some words like "State Department" don't follow the rules that other words do. In this sense, I would normally expect an apostrophe followed by a letter 's' at the end of the sentence. Why isn't this word and so many others written this way?

I suspect that you are in reality concerned about singular nouns used as adjectives, like 'shoe store' and 'book case'. T
