Hi, Can anyone help?

Should the phrase 'BrandX has offices in all State and Territories' be capitalized or should it read 'BrandX has offices in all states and territories'.

Those are the capitalizations of officialese English-- it adds importance to otherwise common nouns. If your sentence is to go into some sort of government report and the states and territories are the special ones of our Country, then by all means capitalize them.
