Hello.

"Hence, we can begin to see that the seeming indifference of Alto mothers toward the death of some of their infants is but a pale reflection of the official indifference of church and state to the plight of poor women and children. ("Death without Weeping," Natural History, Nancy Scheper-Hughes, 1989.)

I've known 'state' usually mean a condition, a situation or a political organization. It seems, however, nothing matches with the 'state' in the given sentence.

Could you explain the meaning of 'state' here?

Still, I could not find out how to understand "to" here. (state 'to' the plight of...) (A body politic to the plight of poor women and children...?)
