The fiscal years start in April in Japan.

The fiscal years start from April in Japan.

I think the second is wrong, right?

Is the first correct?

Both seem OK to me, although I prefer #1. However, #2 has the style advantage

I wonder whether saying 'runs from April to March' is same as saying 'runs from April through March'. And also in both cases, do they indicate anything about the fiscal year ending on the very last day of March? The word 'through' somehow strikes me that whatever it is it goes on until the end of the time period.
