Starting/started / starts to rain ?

Hello everybody,
I have a sentence : Do you have an umbrella ? It ... ( start) to rain .
Can you help me put the verb in the parentheses in the correct form ?
In my book , answer is : is starting . But I wonder if " start" have V-ing form ?
