starting with/from the 1992 Winter Olympics

Eventually, starting with/from the 1992 Winter Olympics, the schedule was changed so that the Winter and Summer GAmes would alternate every two years.

To me, what you've written implies that the 1992 Winter Olympics were the first Games held under the new schedule, which I don't think is correct. Assuming that "1992" is changed to "1994", I prefer "with" because it's more explicit that this was first Games under the new schedule. "From" implies that to me too, but just not quite so crystal-clearly.

"Crystal-clearly" is an adverb that I made up based on "crystal clear", which is a stock phrase meaning "absolutely clear". So, "crystal-clearly" means "absolutely clearly". It is not standard English but it would be readily understood.
