Starting sentence with conjunction

2 questions, please answer:

I was always thought that you weren't supposed to start a sentence with a conjunction, but I always see articles doing exactly this?!?!?!

Also, when do you not not put a comma before a conjunction in a sentence? Sometimes I see a list with three or more things and it uses "and"before the last thing on the list but no comma before it.
