Starting an essay

Would it be correct to start an essay or just any sentence with the following phrase:

"It is used to be considered that... " does it make sense to say so or it is better to say "It is considered that..." ?

Starting an essay with an impersonal passive "it" clause is weak. It is not incorrect grammatically, but it does not draw the reader in with a strong assertion, an incentive to read further.
