Starting a sentence with a coordinating conjunction?

We hear so much that one cannot start a sentence with a coordinating conjunction. However, I often see people starting a sentence with "and" or "but".

example)

And, I agree with the council ruling that his decision has no basis...

But you don't understand I was merely .....
