Start Vs. start out

Hi,
in the following sentence:
"we didn't apply any initial conditions to the loop filter to start the simulation out."
why he uses "start out"? can't we use just "start"?
What is the difference when we say:
"we didn't apply any initial conditions to the loop filter to start the simulation."
