Start off

Hi, Does "set out to his way" describe correctly "start off" in this context ?

I know I can use begin or open but I believe since they used other word for that, they meant to something else, just writing my doubts Emotion: dog

"He will start next week off in California, which doesn’t vote until June, he said, making a three-day swing through the state."
