Start of school

This is probably the wrong forum for a question like this, but I thought you could help me anyway.

In America when someone eg. says "My daughter has just started school." Would that mean the she has just started kindergarten or first grade?

Thanks.

It's kindergarten in schools that offer kindergarten. Not all schools do. If not, then it would be first grade.
