Starring & with...

Hey, guys! It's been a while since I've last needed your help. So here's another one for you.
I just watched an episode of Smallville and I've noticed something in the beginning of the ep.
The names of the actors, as you know, begin with strarring. But then there's this with.
Starring Tom Welling, Kristin Kreuk, etc.
With Annette O'Tool and John Schneider as Jonathan Kent.
So I take it starring means all the actors are in the leading rolls not just the first one, right?
And does with mean that the last two are not starring but just participating?
