Staring or gazing?

Henry sat on the balcony staring/gazing blankly out at the ocean.

Context:

  • He's been staring/gazing out at the ocean for some time.

  • He's slightly depressed.

  • He's staring/gazing at the view while thinking at something else.

Which one of staring/gazing should I use also taking 'blankly' in mind?
