standard or specification

Here are both situations, how would you say question 1 if you were trying to convey both A and B?

A I want to say that everyone knows what such a tree should be like, and this one doesn't measure up.
B I want to say that this person gave me specific instructions about the tree, and you failed to follow them?

1 I bought you the christmas tree but it's not exactly to specification.standard.

What would be the right way to say:

2 The insulation on the house isn't to specification. standards. Norms.
3 This photo for your passport isn't to specification/standard/norm. They won't accept it.
