I am always confused with the word 'standard' , plural or singular. Please help.

Nowadays, the standard OR standards of English is OR are falling amongst OR of local students.

'Standard' can be plural or singular, but in this case I'd say

If you think of the Chinese people as having one standard, then use "standard."

If you think of the various countires of Africa as each having their own standard, then use "standards" for that one.
