Stand down

Consider the following sentence:


"Woolworths stands down thousands of workers amid corona vírus."


Does 'to stand down' mean 'to fire/to dismiss'?

I take it to mean that the workers are ' laid off '. This means that they are dismissed, but that there is a chance that they will be called back to work at some future time. I've only heard 'stand down' used for soldiers.
