Indeed, I've come across that term in the Grammar Bites website without a clear definition of that. What is a bit strange for me is the name 'stalled' as being, seemingly, in the lexical opposition

That was my guess, too. Sometimes people devise clever mnemonics — or what they judge to be clever — as a sort of pedagogical crutch for beginners, and this has all the earmarks of that kind of thing. Maybe it works. Who knows.
