stall or stalled?

I was hoping that I would be able to raise my arms as we briefly stall at the rollercoaster's crest.

Depends on when you're saying it.

If you haven't made it to the crest yet, then "as we stall."

If you're on your way down (having failed to raise your arms) then you were hoping that you would be able to raise them as you stalled.
