Stake& shape up as

Hello,

I've come across a question in the following sentence.

Because of the hign economic stakes and greater public awareness, the 1997-98 El Nino is shaping up as something more significant than another mighty misfire of the weather machine.

What's the meaning of the word stake, does it mean money? And what's the meaning of the phrase shape up as? Does it mean develop?
