Stake campus locale

Hello;

The kids are strappin' on their way to the classroom
Getting weapons with the greatest of ease
The gangs stake their own campus locale
And if they catch you slippin' then it's all over pal

Those are four lines taken from the song "Come Out and Play" by The Offspring, which basically describes violence among gangs.

I'm not sure about the meaning of "The gangs stake their own campus locale".

Does "stake" in this context mean "put at stake" or "risk", like in gambling? I am aware that "stake" can also mean "fasten or strengthen with stakes" but for some reason I doubt this meaning could fit here.

What exactly is a "campus locale"? I know what a "campus" is and I know what a "locale" is but "campus locale" seems like a weird combination to me and on Google it only yields 361 hits that are not the lyrics of the song.
