Are all my sentences correct? Can I speak like this?

(a)Look over there, There is a dirty water stagnation.

(b)The sewage water over flowed out of the sewage. And it has been stagnating in this street for three days.

a)Look over there, There is a dirty water stagnation.

'Stagnation' is not a count noun. You can't say 'a . . . stagnation'.

You don't really need to say 'dirty water', because 'stagnation' implies the water is not clean.

The most natural thing is to say, 'Look over there. Water is stagnating'.
