Can I say,

(b) They would have a spring-cleaning as usual.

(c)They planned doing/ to do some spring cleaning the next day

The more common word to use with "spring cleaning" is "do," so the third sentence is better than the other two:
"They planned to do some spring cleaning the next day."
You could also say: "They planned to have a spring-cleaning day."
