- Shall I wear the chinos or the half-pants? I'll wear the half-pants.
- You see quite a lot of men wearing the half-pants in London nowadays.

In other contexts, you probably would not use "the" ...

I'll admit I had to research it. I believe they are shorts that are worn at about knee-length (i.e. about half the length of trousers). They can be worn by men or women, either as fashion wear or outdoor sports wear
