Does "a part of the city is spoken into existence" in the last line of the following context mean

1. "in such artworks it is talked about a part of the city"

or

2. "in such artworks a part of the city is brought into existence by talking about it"?

The chapter looks at the relationship of urban walking to art from three points of view, then. First, in relation to the British artist Richard Wentworth whose practice – in terms of its immediate relevance here – encompasses both alternative ‘tour guides’ around parts of central London and ‘street photographs’ taken on his personal walks round cities.
