Splitting an uncountable in half?

Hi. Would a peson be dividing an uncountable noun in half by putting two different (discrete?) adjectives in front of it? Then what should be the verb that follows be, in singular or plural? I think I have asked similar questions before but I believe haven't gotten a reply.

Could we be able to replace the word "equipment" with some other uncountable nouns like "structure" and the verb concordance (did I phrase it correctly?) would be the same?
