Split classes

Hello, could you check my correct or not correct understanding of the sentence, please. Thank you.

"Split classes are a growing concern for educators, who are grappling with an increase as a result of the cap on class sizes in the primary year.

How I understood this:

A combined class is the problem for the teachers who try to find solution how to handle such a big class. Split classes are caused by the required limited number of students in primary years. (In other words there is a shortage of teachers and premises and that results in split classes which is a big problem for educators.)
