Spin wheels/parameters

Hi

A cop is talking to a general and says: “Look, I can spin my wheels and report back zip. You tell me the parameters, General. I’ve played this game too long to get the rookie runaround.”

I suppose that "spin my wheels and report back zip" means that I'll drive back and report nothing.

Parameters sounds strange to me? Any idea what this might mean?
