In general, use -ise if you are in the UK and -ize if you're in the US. Occasionally you'll see -ize in the UK but you'll never see -ise in the US. Personally, as a Brit, I'd always say 'criminalise'.

Personally, as a Brit, I'd always say 'criminalise'. However, you'll usually get a red line under it when typing as most spellcheckers are programmed to only recognise (sic) American English.
