spell out vs explain

Is there a difference in the shades of meaning between "spell out" and "explain"? For instance, which of these would you use if you thought you didn't grasp someone's question or what s/he said?

I'm sorry I dont understand. Could you spell it out for me/explain it to me? Which is better? Emotion: embarrassed
