Speciously dwelling on

The king and queen being seated, the king makes an impressive speech, speciously dwelling on his own real sorrow for his brother's death.

I know the meanings of speciously and dwelling but I couldn't understand the meanings of these words in this context. Will you please explain it to me?

Thanks.

"dwelling" is a verb (participle). It's not the noun "dwelling" meaning a place where someone lives, if that's what you were thinking. "dwelling on (something)" means spending a lot of time thinking or talking about a particular subject.
