Specific phrase meaning to a native speaker

Hi,

I would like to know how a native speaker would intepret such a phrase:

"Polish mass murderer Hans Frank..."

Would it mean to you that Hans Frank was Polish, or rather that Hans Frank was a mass murderer in Poland or of Polish people, assuming you didn't know who Hans Frank actually was?
