What do we call the kind of school for retarded or obtuse students?
Can we call it special school?

I'd say " a school for gifted children."
"Retarded" and "handicapped" are terms that have been deemed culturally incorrect and most people do not use them any more.
"Gifted" is the politically correct term at the moment. This could always change, however. Sometimes, it's hard to keep up.

So you mean special school is not in widespread use while the given word is used instead, right?

In casual, everyday use, some people may refer to those types of schools as "special schools". But - you will rarely hear anything like "her girl goes to a school for retarded kids". You may hear "her girl goes to a special school", but you are more likely to hear "her daughter goes to a school for gifted children."
