A friend send me a mail with a complimentary close "special eye on you"...what does it mean? thanks

Did he say "I will keep a special eye on you"? If he did, it means that he will make an effort to watch what you do and what happens to you, for whatever reason.

Without the "I'll keep a", it sounds rather sinister.

If its something that she (sorry about the *** change) translated word for word from her native language, then it's anyone's guess what she meant -- but I'd assume it to be a nice thing to say.
