In the US, we don't say the people are special but we refer to "special needs."

Hi,

I've heard the term 'special', but I more often hear 'people with special needs'.

The whole matter of how to speak of people with handicaps is very sensitive today. Many terms that were used for a long time, eg 'cripple', are today often considered extremely offensive.

I suggest you search around on the 'net a bit. eg

I hear "special" a lot, not in formal communication but in private conversation. Not "the Belmont school is committed to serving special children," but certainly "Jane has three children. Her older two are in public school but her youngest is a special child. She goes to Belmont." As Clive said, it's all about not offending.
