SPEAK TO SOMEONE = MEAN SOMETHING TO SOMEONE

Can you say both of these? Do they mean the same thing?

- That doesn't mean anything to me. It's like you were speaking chinese.

- That doesn't speak to me/doesn't mean anything to me. I've never been to this city before. How would I know that street.
