Speak .... to

Hi,

If I ask you to name a word or words with the same lexical meaning as 'speak to' that can replace the phrase in the following examples, what would they be?

"about seven in 10 inmates are Muslim – an estimate that speaks eloquently to the failures of postcolonial integration."
