Speak to

Hi,

What exactly does "speak to" mean in these examples:

"about seven in 10 inmates are Muslim – an estimate that speaks eloquently to the failures of postcolonial integration."

"Modi's landslide victory at the elections speaks volumes to the fact that the majority of Indian people have pinned their hopes to him."

Demonstrate? Give evidence of? Address? Reveal? I see this usage all the time but I am not able to find an exact definition that fits in the dictionaries.
