When someone "speaks like a fob", what does that really mean?

I've seen this in a discussion forum. They were talking about how ppl from other countries are bad in spoken English but are good in writing and they referred them as "speak like a fob"....

That was my first reaction too, but it's actually FOB -- "Fresh Off the Boat," according to Urban Dictionary. In other words, a recent immigrant -- what my Grandmother would have called a "greener" (for "greenhorn").
