"Speak up these tongue twisters" = I told you to speak up these tongue twisters. Is it okay, please?

Sorry, Grammar Geek. I didn't understand the explanation. You said that speak up means SAY or RECITE so when I say:

"Speak up these tongue twisters = I told you to speak up these tongue twisters" is the same to say:

"Say/recite these tongue twisters = I told you

You can't use "speak up" as a transitive verb.

It means to speak more loudly than you currently are. If you get up to recite something, but your voice is too quiet, your teacher may say "Speak up! We can't hear you past the first row."

Do you simply want the person to say it out loud (compared to when you read silently "in your head") or do you want the person to speak more loudl
