Spaces are quickly used???

Please look at the following sentence.

"We limit the number of hikers for each walk and available spaces are ____ used"
A) quickly B) conveniently

The correct answer is A) quickly. I couldn't understand the meaning of that sentence with "quickly".

Does it mean like the below?
"We limit the number of hikers for each walk and then, as its result, we can have available spaces we can quickly use"
